During the Public Hearing, Attorney Paul Harden provided background and explained what the legislation entailed.

 

Council Member Ray Holt, the bill’s sponsor, explained the bill and contended that the two projects were much needed improvements within the boundaries of the CRA.

 

The Public Hearing was continued.

 

Attorney T. R. Haineline commented on a similar road project of a client that was located on the same road.  Council Member Matt Schellenberg requested a map of the area to help clarify the project.  Assistant General Counsel Margaret Sidman provided further information on what the bill’s sponsor was hoping to accomplish.

Tera Meeks, Chief of Waterfront Management Programming, explained the bill.  She noted that the Restrictive Easement was designed to prevent any large-scale development in the area; the U.S. Navy was active in the area and a restrictive easement minimized any kind of accidents.  The City maintains the area with passive activity such as trails; it is also necessary to keep any kind of development at a minimum or non-existent to insure the necessary darkness that meets the needs of the Navy for its training of simulated carrier landings.  Matt Schellhorn, with the U.S. Navy at NAS Jax, provided further explanation and fielded questions.
