The Chairman called the meeting to order at 2:03 p.m.

 

The Council President was present to thank the Members for their service and to remark on potential issues that the Committee would be deliberating on throughout the year.

Bill Summary

 

The Chair updated the Committee on where the bill stood now.  The Council President had referred this bill back to Committee at the previous Council meeting.  The Chair explained the amendment to the bill that had been crafted by Council Member Lumb and approved. 

 

Council Member Ray Holt, the bill’s sponsor, proceeded to explain what the bill proposed to do in his Council District, particularly for economic development with the establishment of a rail corridor. He cited the significance of the TIGER grant that the port had received and the potential rail corridor.  Council Member Schellenberg had a number of questions; he particularly wanted to know if the sponsor had sought the input of CSX and Norfolk Southern.  Council Member Holt indicated that he was more interested in getting the input of the community and TPO in the matter.

Public Works Director Jim Robinson explained why it was necessary to replace the existing culvert.  He distributed photographs depicting the current conditions of the culvert and Herschel Street.  The Director fielded numerous questions from the Committee.

At the completion of the agenda items, the Chair indicated that there were a number of areas of interest that he hoped the Committee could look into in the course of the year; those areas of interest that he wanted the Committee to pursue include: (1) the JTA ½ cent sales tax increase; (2) trash collection and landfills; (3) ambulances; and (4) communications & technology.
