There were numerous speakers addressing this proposed ordinance.  Some of the speakers objected to renaming this segment of Duval Road citing expenses of family businesses.  Others noted that the road had had the name for over a hundred years.  Those who supported renaming the segment spoke of former Council Member Leggett’s positive legacy of achievements for the North Jacksonville and the City, as a whole.  T.R. Hainline noted that in Fair Share Assessment Agreements, it is not surprising for a developer to propose a name for a particular road in a development, though the Council has the ultimate authority.

It was decided that the developer, Steve Leggett, would meet with property owners on Duval Road who object to the renaming to explore possibilities of helping those property owners defray costs to their businesses; Council  Member Doyle Carter would assist in facilitating the talks between the concerned parties.

At the close of the agenda item business, Mark Shelton of the Planning Department (Chairman of the 911 Emergency Addressing Advisory Committee), reported that the 911 Emergency Addressing Advisory Committee met on June 6, 2012 and reviewed the three proposed options for improving and strengthening the Appeals process established under Chapter 745.  The Committee voted in favor of Option 2, except, it recommended maintaining a $50.00 fee that will defray a small portion of the cost to the City for handling the appeal; include a requirement that property owners/residents/business owners be notified of 911 Emergency Addressing Advisory Committee meetings in which their address is being discussed.  At the suggestion of C/M Greg Anderson and Deputy General Counsel Steve Rohan, Chapter 745 would be revised so as to include a requirement to notify all affected property owners, business owners and residents that they should not change their addresses until all appeals for that particular issue are heard and finalized.

 

The TEU Committee accepted these recommendations and will sponsor legislation to amend the Ordinance Code to incorporate the changes.
