Before the beginning of the discussion on the proposed ordinance, the Chair ruled that as there had been provisions made for public comments on the bill at the previous Committee meeting and a subsequent Council meeting, there would be no public comments during the current proceedings.  Members of the Committee could ask anyone in attendance to come forth to answer questions.

 

In response to Council Member Kimberly Daniels’ request for an explanation of the bill, Council Member Ray Holt, the ordinance’s sponsor, provided the history of the proposed ordinance and issues surrounding it.  Council Member Daniels suggested a delay in moving forward with the bill so as to provide the community an opportunity to raise necessary funding for the pool project.  Council Member Holt indicated that the bill was time sensitive.   

 

Mrs. Dot Mathias, representing the North Jacksonville Civic Association, explained why many civic groups had supported the pool project and requested that the Council not abandon the project. 

 

After lengthy deliberations, Council Member Robin Lumb offered and the Committee approved an amendment that struck the title in its entirety and replaced it with: An Ordinance Appropriating $250,000…to be used (a) by the North Florida Transportation Planning Organization for funding contributions toward the Braddock/JIA Future Rail Corridor Assessment Feasibility Study ($100,000) and (b) to complete a feasibility study ($150,000) to determine (1) the expected cost of construction of the proposed pool project at First Coast High School and (2) the annual cost of maintaining and operating the proposed pool and (3) the economic impact on the Community Redevelopment District associated with First Coast High School.

 

Council Member Lumb will work with the Administration on developing an RFP for the feasibility study.

At the completion of the agenda, the Committee heard two presentations.

 

Blair Fishburn and Mike Miller of the Jacksonville Transportation apprised the Committee on the bus shelters that the JTA has and continues to install.  In Ordinance 2009-401-E, the City Council enacted legislation that authorized the JTA to construct bus shelters for advertising purposes.  81 new design shelters have been constructed, to date.

 

Wanda Forrest, representing the Transportation Planning Organization, provided a PowerPoint presentation on the TPO’s Transportation Improvement Program.  She reviewed all of the projects (primarily road projects) that are currently underway.
