The Chairman welcomed Council President Joost who was in attendance to speak on this ordinance.  The Chair indicated that when the Council President sits in on a Committee meeting, he has a vote, as well.

 

The Council President explained the substitute that merged this bill with Ordinance 2012-202; he spoke in favor of the ordinance, as substituted, citing safety concerns for Council Members arriving and leaving Council and other official City Hall meetings.  He recalled Council Members leaving a Council Meeting at 11:00 p.m. and being accosted in a threatening manner by New Black Panther Party activists.

Council Member Robin Lumb appreciated the Council President’s concern for safety but felt that this particular measure was the wrong way to resolve the safety issue; safety issues should be looked at comprehensively.  He could not support the bill.  Nor could Council Member Greg Anderson, though he commended the Council President for his concern for the Council Members’ safety.  Council Member Don Redman indicated that he was supportive of the ordinance.

 

When an initial vote on the bill, as substituted, failed (3-3), the Council President offered a motion for reconsideration.  The ordinance failed on a 2-4 vote.

Former Council Member Warren Alvarez provided background on the community’s quest for a swimming pool, dating back to 1999 when the former Council Member introduced the initial legislation for funding. He described and commented on the contentious developments surrounding the proposed pool project that have ensued.  The Chair indicated that there would be a public hearing on the matter at the May 22, 2012 City Council meeting.

             

Mark Sheldon of the Planning & Development Department, and Chairman of the 911 Committee, remarked on the proposed options to modify the current process of fixing duplicate names and out of sequence addresses.  He reported that the Planning Department favored the second option in the 3-option outline previously distributed by the Committee Chair.  The second option entailed the appeal being directed to the Planning Commission for a final decision; there would be a notice to the District Council Member; while the Chair’s option called for the elimination of the $50 filing fee for appeal, the Planning Department favored retaining the fee for an appeal.  Mr. Sheldon indicated that the 911 Committee would review the 3-option discussion and take a position at its June 6, 2012 meeting.

 

Brad Thoburn of the Jacksonville Transportation Authority updated the Committee on the Northeast Florida Regional Transportation Study Commission’s most recent findings on transportation needs in Northeast Florida.  The study emphasized the need for a regional approach to resolving problems, planning for the future and funding projects.  The update touched on areas such as the Regional Transportation Study Commission created by Senate Bill 2470; regional corridors; a preliminary regional network; potential project modes & categories; and remaining work. Mr. Thoburn indicated that study underscored the need for greater coordination between the planners and those that implement proposed policies and projects.
