Council Member Crescimbeni had raised some concerns with this bill during the April 24th Council meeting and requested that it be re-referred to TEU for further discussion and review.  The Council Member cited and explained his views on the application request; he was opposed to granting the application based on the history of the owners’ dealings with the City when the owners operated the facility as a yard waste facility.   

 

Jeff Foster, Solid Waste Division, provided background information of the facility and spoke in favor of approving the application for the Initial CON.

 

The facility’s owner, William Powell, explained what the facility’s operations would be; he rebutted issues that Council Member Crescimbeni had raised.

At the completion of the agenda items, the Committee turned to the 911 Committee address issues and the address change legislation that had been before the Committee.  The Chair indicated that everyone seemed to agree that we could do better with the process.  The Chair distributed a printed outline of the current process of fixing duplicate street names and out of sequence address and the three options for fixing the problem.  The options included (1) updating the current process; (2) changing the legislative process such that the appeal goes to the commission (and not the City Council); (3) creating an address change special committee or subcommittee of TEU.

 

The Chair asked the Committee Members to review the options and be prepared to discuss the matter further at the next Committee meeting.

 

There being no further business, the meeting was adjourned at 3:02 p.m.
