The Chair explained that the Council President had re-referred this ordinance back to the TEU Committee after Council  Member Reggie Brown raised concerns about the CON renewal application at the April 10, 2012 Council meeting.  The debris processing facility is located in Council Member Brown’s district.  The Council  Member announced that he will recommend that the Council President pull the bill out of TEU if issues that concern him and his constituents are resolved.  Council Member Brown contended that there was inadequate information provided the Council on the facility prior to the TEU vote for approval at the April 2, 2012 committee meeting.  The Council Member proceeded to explain problems that the neighborhood and constituents have encountered with the facility, particularly hazards to the constituents’ health.  The Council Member indicated that he is looking forward to working with representatives of the facility, the Administration and constituents in efforts to resolve the issues.  He wants to support the renewal application but wants to resolve some issues beforehand.

The Chair explained that the Council President re-referred this ordinance back to TEU at the April 10, 2012 Council meeting after Council Member Warren Jones raised concerns. The debris processing facility is located in the Council Member’s district.  The Chair recognized several of Council Member Jones’ constituents who were present to express their objections to the CON renewal.  Mr. Larry Jackson contends that the concrete that the facility processes has fiberglass in it and that the dust in the air adversely affects neighboring homes and schools.  Mr. Jackson expressed his dismay with the type of heavy industry that the facility represents is located in a residential neighborhood.  He also cited traffic hazards for school-age children. 

 

Mr. Andrew Chapman, another resident of the neighborhood, expressed his concerns about the noise that the processing facility creates, particularly in light of the elementary schools that are in the neighborhood.

 

Mr. Trey Mills, an agent that represents the applicant responded that the applicant had made numerous modifications at the facility to reduce the noise levels.  He reiterated that the facility was located in an area that was zoned for heavy industry.  Mr. Mills noted that the CON application had been modified to reflect the applicant’s intention of crushing automobiles.  He said that the applicant would welcome community residents and others to visit and tour the facility.

Council Member Jim Love announced that he could not support recommending approval of this ordinance.

Though he said he understood the security concerns raised, Council Member Robin Lumb indicated that he could not vote to recommend approval of the ordinance.

Council Member Kimberly Daniels spoke in favor of recommending approval.

Council Member Don Redman indicated that he would not vote to recommend approval.

Council Member Johnny Gaffney spoke in support of the bill.

 

The Chair announced that he was going to defer the bill in Committee out of respect for Council Member Richard Clark not being present to voice his views.  In addition, the Chair felt that the Council President should be provided an opportunity to be heard on the matter and that the Council President would be invited to attend the next Committee meeting.

At the close of the agenda items, the Committee heard representatives of the Jacksonville Transportation Authority with a presentation that was a follow-up to a previous presentation by JTA CEO Mike Blaylock on reporting in the Florida Times-Union on JTA drivers’ records.  Clinton Forbes, JTA Director of Mass Transit, reported on corrective measures that the agency was implementing.  The officials who had been responsible for hiring and monitoring drivers and drivers’ records had been terminated.  Mr. Clinton and Shannon Eller explained new programs and procedures now in place.  Mr. Forbes noted for the record that while there had been some arrests of bus drivers in the past, there were no convictions.  Mr. Forbes reported that there had been no reduction in JTA ridership.  In response to Committee Members’ questions, Mr. Forbes indicated that the JTA would continue to use the same private firm, EDGE, for background checks on JTA drivers.
