At the close of the agenda, the Chair announced that he had
invited JTA officials to come before the Committee to address any questions
that the Committee Members might have regarding recent Florida Times-Union articles concerning bus drivers and legal
infractions.
JTA CEO Mike Blaylock implored the Committee to have some
patience with his presentation; he is obligated to make a full report to his
Board of Directors at a later date (end of the month) and will readily
re-appear before the Committee after that Board meeting, to answer inquiries in
more detail.
Mr. Blaylock indicated that there is an ongoing internal
investigation underway. He said that he
felt embarrassed for the agency.
The T-U articles made two revelations: criminal infractions
and suspended licenses. In the latter,
85% of the suspensions had to do with insurance issues, notably insurance
lapses.
Mr. Blaylock said that JTA has instituted a number of
changes in processes. There are now
ongoing criminal checks; a new data base.
Insofar as criminal arrests cited in the articles, Mr. Blaylock
indicated that previously, once you were employed by JTA, there were no ongoing
background checks. Now, all employees
must report any arrest.
Throughout the recent developments, there has been no
indication that JTA’s ridership has declined
Council Member Redman complained that bus operators are not
friendly to bicycle riders. He cited his
own experiences.
Council Member Crescimbeni questioned Mr. Blaylock and
Shannon Eller on the firm (Assurance Edge) that JTA contracted to do the
agency’s background checks. The Council
Member wants to know who actually owns the firm, when was the last RFP, how
long has JTA used this firm and how much is the firm paid.
Both Council Members Gaffney and Daniels indicated in their
respective questioning, that if one particular administrator was going to be
scrutinized, then it is only fair to look at other administrators, as well.
The Chair, Council Member Anderson, invited Mr. Blaylock to
return to the Committee once he has apprised his Board of the investigation’s
findings. Mr. Blaylock agreed.
There being no further business, the Committee meeting was
adjourned at 3:17 p.m.
