The Chair announced that the
Council Member Redman wanted to move forward with the first five items on the
agenda that concerned appeals to the address changes recommended by the 911
Emergency Addressing Advisory Committee to Reassign Out of Sequence Numbers on
Southpoint Parkway. The people affected
by address changes wanted clarity one way or the other. The Chair sought advice from Office of General
Counsel on whether or not the Committee was in the right posture to act since
these items were quasi-judicial decisions.
The Chair reiterated the options that the Committee had to consider
including deferring the items, sending the items back to the 911 Committee or
moving forward and acting on the items.

– 1 (Lumb) Deny the Appeal
– Finding Efficiency This was the first item for discussion and action. Council
Member Redman offered the amendment to deny the appeal and to incorporate
sufficiency language. In the course of the deliberation on the bill, Council
Member Redman asked Jacksonville Fire & Rescue Department’s Acting Chief
of Fire Operations Charles Drysdale, CAD Administrator Susan Lively and Ellen
Fales of the Planning Department to provide background information on the
issue and to explain the 911 Emergency Advisory Committee to Reassign Out of
Sequence Address Numbers rationale for the recommendation to bring some
sequence to the addresses. The Chief
explained why the current situation is a significant problem for JFRD. |
