13-384

Amendment

Replaces Exhibits 1 & 2 (License Agreement and Initial Scope of Services) with Revised Exhibit 1 (Restoration and Construction Agreement) and Public Works as the Oversight Dept and require OGC and Public Works approval of Revised Exhibits pursuant to the Agreement terms; provides for a 7 year Restoration Agreement and a 5 year License Agreement plus two 5 year renewals.

Substitute

Clarifies that any sign required to be removed under an existing settlement agreement will not be eligible for sign removal credits;   clarifies that there will never be any more billboards in Jacksonville than there are today (no replacement of a billboard allowed that would increase the total number of then-existing billboard structures);   removes CO, CRO and CN as allowable zoning districts for replacement signs;   provides that roadways that have become “billboard-free” because of removal obligations in settlement agreements will remain billboard free;  caps height of replacement off-site signs at 50 feet when located anywhere other than on an interstate roadway;  clarifies that all billboards are entitled to be maintained and repaired in accordance with the provisions of the Jacksonville Building Code, unless such signs are already subject to an amortization schedule pursuant to a judicially approved settlement agreement (which signs shall be governed by the terms of said agreement);  clarifies that any billboard damaged by a natural disaster may be replaced (subject to the new zoning rules for spacing requirements); however, any replacement sign must be the same height, size and type of construction as the storm-damaged sign.

Amendment

Floor (Lee): changes appropriation from Code Compliance from $207,000 to $197,000; adds several “transfer to” and “transfer from” lines to the BT to reclassify use of $3,500 in affordable housing grant funds; changes “transfer to” and “transfer from” amount from $12,051,394.03 to $12,046,894.03; split a “transfer to” amount into two separate allocations to Parks and Recreation for in-house mowing and to Private Property Mowing for better accounting; split a “transfer to” amount into two separate allocations within Public Works to better account for use of nuisance abatement lien revenue on private property abatement.

 

Rules: appropriates up to $900,000 from the City’s Emergency Reserve Fund (018) to enhance funding for the new Mowing and Landscape Maintenance Division for the remainder of FY13-14.

 

Finance: appropriates up to $1,080,000 from the City’s Operating Reserve Fund instead of the Emergency Reserve Fund.

 

RCD: appropriates $1,506,587.67 from the Special Council Contingency – Emergency Blight reserve account, $123,537.27 from the Cemetery Trust Fund, $183,678.23 from Stormwater Services and $342,338 from General Fund fund balance and transfers $9,892,590.04 from various Public Works, Parks and Recreation and Code Enforcement Division accounts for a total appropriation of $12,051,394.03 to fund creation of the new Mowing Division.
