Amendment

Attaches revised exhibit 1 (deletes two parcels, adds one new parcel, corrects assessed values and addresses); corrects “seven” parcels to “six”; corrects department name reference; makes reference to properties also being approved by EPA; makes technical corrections

Amendment

Per OGC, the Amendment revises the legal description to contract the parcel from approximately 4.51 acres to 3.35 acres (to remove LDR-land/use-designated portions).

Increases the City GSD millage rate (excluding the Beaches and Baldwin) from 10.0353 to 11.2051 mills and reflects an increase of 9.74% over the rolled back rate.

Increases GSD millage rate in the Beaches cities from 6.7446 to 7.9144 mills and reflects an increase of 17.32% over the rolled back rate.

Substitute

The substitute incorporates all of the amendments made by the Finance Committee to date, including revised exhibits and schedules; an increase in the Medical Examiner’s cremation approval fee from $25 to $50; addition of  a proviso concerning the division between the City and the Clerk of the Courts of the revenues from fines imposed for alcohol-related offenses under state law; an Ordinance Code amendment to the Budget and Accounting Code to add language stating that a proposed budget shall not be considered as balanced if it contains either a 2% overall lapse or a 4% departmental lapse, including Constitutional officers; a requirement that the Jacksonville Journey Oversight Committee present to the Finance Committee a written statement of the Journey’s short- and long-term goals, measurable objectives, plans to attain the objectives, and a statement of the committee’s expectation of whether the City’s financial commitment to the Journey is expected to be for a fixed time period or indefinite.

Per OGC, the Amendment grants the sign waiver.

Amendment

Per OGC, the Amendment adds the following conditions to the PUD: The ground signage shall be limited to one (1) monument style sign measuring a maximum of eighty (80) square feet on each side on parcel 167129-0265 and one (1) monument style sign not to exceed one hundred and twenty (120) square feet on each side on parcel 167129-0255. The proposed signs shall be located at the identical locations of the existing signs or subject to the review and approval of the Planning and Development Department.

Per OGC, the Amendment adds the following condition(s) to the PUD: The subject property shall be developed in accordance with the Development Services Division Memorandum dated November 12, 2012, subject to the provisions of the May 20, 2013 Written Description or as otherwise approved by the Planning and Development Department.

Per OGC, the Amendment adds the following condition(s) to the PUD: (1) The subject property shall comply with Part 12, Landscape and Tree Protection Regulations, Zoning Code; (2) Final approval of all access drives from Magnolia Street shall be subject to the review and approval of the Development Services Division or as otherwise approved by the Planning and Development Department; (3) Identification signage shall be prohibited along Magnolia Street.

Per OGC, the Amendment: (1) incorporates a “Whereas” clause which adopts findings and determinations as previously set forth in Ordinance 2010-253-E with respect to Part 13, Chapter 656, Ordinance Code (Sign Regulations) and real estate signs; (2) defines “lot” for purposes of real estate signs to include the entire area: (a) within the legal boundaries of the lot itself, and (b) between 5 feet from the edge of the pavement and 10 feet from the nearest intersection or driveway, and the front lot boundary line of a single family residential lot (in the case of corner lots, both front lot lines shall be considered); (3) references the definition of “person” to have the same meaning as set forth in Section 1.102(ll), Ordinance Code.

Floor: Extends the lease with the Gator Bowl Association by 4 years; increases the base rental fee by $15,000 per year; deletes reference to City software signage rights; updates insurance requirements; references a future lease amendment process when negotiations over naming rights revenues are held in 2015.
