Substitute

Bill is effective January 1, 2014; provides protections for those who meet the requirements of a Whistleblower pursuant to Florida Statutes; establishes a mechanism for the receipt and investigation of complaints; whistleblowers who report information resulting in City recovering in excess of $50,000 in public funds shall be eligible to apply for an award of up to 10% of the recovery amount not to exceed $100,000 (individuals who perform work for entities under contract with the City are also eligible to apply for an award); a City Council committee will be established by the Council President in order to determine whether an award should be recommended and the amount; final determination of whether or not an award will be granted is to be made by the full City Council.

Per OGC, the Substitute changes the rezoning application request from a Recreational Open Space (ROS) district request, to a PUD district request that generally permits an extension of an existing RV (Recreational Vehicle) Park, as more specifically set forth in the site plan and written description. The property is currently zoned RR-Acre (Rural Residential-Acre).

Substitute

Creates a Travel Trust Fund into which private donations, grants or gifts may be deposited for the purpose of reimbursing travel for City business upon approval by the Mayor’s Budget Review Committee.  The Finance Director shall report to the Finance Committee on a semi-annual basis on the use of such funds.

Amendment

Per OGC, the Amendment adds the following conditions to the PUD: (1) The Subject Property shall be developed in accordance with the Development Services Division Memorandum, dated June 24, 2013, or as otherwise approved by the Planning and Development Department; and (2) Any direct pedestrian connection from the subject property to Losco Regional Park shall be subject to the review and approval of the Parks and Recreation Department.
