Substitute

Per OGC, the Substitute changes the rezoning application request from an AGR (Agricultural) district, to a PUD district that generally permits an Animal Boarding/Dog Kennel and residential uses, as more specifically set forth in the site plan and written description. The property is currently zoned RR-Acre (Rural Residential-Acre).

Amendment

Clarifies that the moratorium is only for demolition permits; corrects date of JHPC meeting to March 27, 2013; references Ordinance Code Section 320.407 (Demolition) in the title and body of the bill; provides that the demolition moratorium does not apply in cases where a threat to public safety is involved.

Amendment

Per OGC, the Amendment adds the following conditions to the PUD: (1) The subject property shall be developed in accordance with the Development Services Division Memorandum dated January 31, 2013, or as otherwise approved by the Planning and Development Department; (2) There shall be no relic driveways and “No Parking” signs shall be posted and maintained along the Davis Street North Greenway; (3) Owner shall install a standard City sidewalk along the south side of 11th Street West adjacent to subject property; and (4) The subject property shall be developed in accordance with Part 12 of the Zoning Code or as otherwise approved by the Planning and Development Department.

PHS: adds a requirement that transfers be reported to the Finance Committee on a quarterly basis; adds a requirement that transfers must be reported to the Council Auditor in writing within 3 days; amends the Ordinance Code to permanently codify the Sheriff’s transfer authority.

 

F: deletes reference to year-end budget savings transfer into a special contingency account designated for the JSO; adds requirement that transfers be reported to the Finance Committee on a quarterly basis; adds requirement that transfers must be reported to the Council Auditor in writing within 3 days; provides that the new transfer authority shall be effective for 1 year fom the effective date of the ordinance.
