Meeting Convened: 4:02 p.m.

Council President Bishop convened the meeting and asked the committee chairs to report their committee actions.

Rules Committee: Council Member Yarborough reviewed the actions of the committee from its meeting.

TEU Committee: Council Member Anderson reviewed the actions of the committee from its meeting.

PHS Committee: Council Member Redman reviewed the actions of the committee from its meeting.

Finance Committee: Council Member Crescimbeni reviewed the actions of the committee from its meeting, noting that 2013-286 is a fast-track economic incentive bill that was recommended for approval by the committee at a special meeting held yesterday.

RCD Committee: Assistant Council Auditor Janice Billy reported that all of the committee’s actions had been previously covered.

LUZ Committee: Council Member Boyer reviewed the actions of the committee from its meeting.

President Bishop noted that there will be an addendum with 4 items. 2013-216 was deferred in the TEU Committee but Council Member Anderson, the Chair of TEU, indicated he is amenable to a discharge since the Finance Committee subsequently amended the bill to provide for the combination of the two budget subfunds but deleted the approval of the proposed new cost allocation model for ITD.

Council Member Jones asked for emergency first reading approval of a resolution he will offer to call on the operator of the City’s Head Start program to not close the Head Start centers three weeks before the end of the school year as was announced yesterday. The council members requested copies of the resolution be distributed before the council meeting.

Council Member Schellenberg will offer a floor amendment to 2013-196 (rezoning on Julington Creek Road) to add an additional condition to the LUZ Committee’s current recommended amendment.

Council Member Yarborough asked for clarification of the proposed amendments to 2013-164 (tethering of animals). Paige Johnston of the General Counsel’s Office explained the two potential effective dates and Council Member Holt’s amendment regarding an owner’s allowable distance from a tethered animal.
