Substitute

Finance: enacts a temporary mobility fee reduction for 18 months (75% reduction for first 6 months, 50% next 6 months, 25% next 6 months) beginning 3 months after the effective date of the ordinance; reduction does not apply to mobility fees set forth in an expedited mobility fee calculation certificate; during the temporary partial waiver period; failure to obtain a Certificate of Occupancy for a single family residential project within 42 months after the temporary waiver period begins shall require full repayment of the waived fees; failure to obtain a Certificate of Occupancy within 36 months for any other type of construction valued at more than $1 million or within 12 months for any other type of construction valued at $1 million or less shall require full repayment of the waived fees; all mobility fees collected during the period of the temporary reduction shall be allocated first to bicycle and pedestrian projects listed in the City’s Mobility Plan within the mobility zone where collected; any funds remaining after allocation to applicable bicycle and pedestrian projects within a zone shall then be allocated to the prioritized project within the zone.

Adds the Rules Committee members as co-sponsors; adds a Whereas clause referencing the fact that Jacksonville allocates a portion of its telecommunications tax revenue to the Jacksonville Port Authority and any loss of that revenue could negatively impact on port development; adds a Whereas clause stating that Jacksonville opposes any legislation that would have a negative impact on counties.
