CITY COUNCIL AGENDA MEETING MINUTES


March 26, 2013

Meeting Convened:  4:08 p.m.

 

Council President Bishop convened the meeting and asked the committee chairs to report their committee actions.

 

Rules Committee: Council Member Yarborough reviewed the actions of the committee from its meeting. 

 

TEU Committee: Council Member Love reviewed the actions of the committee from its meeting.

 

PHS Committee: Assistant Council Auditor Janice Billy reviewed the actions of the committee from its meeting.

 

Finance Committee: Council Member Crescimbeni reviewed the actions of the committee from its meeting, noting that there will likely be several floor amendments offered to 2013-53 (transferring $1.32 million in unused grant match funds and JEDC year-end fund balance to restoration of mowing services, street lighting and removal of extraordinary lapse).

RCD Committee: Council Member Carter reported that all of the committee’s bills were previously covered.

 

LUZ Committee: Council Member Boyer reviewed the actions of the committee from its meeting.  She noted that 2013-67 (appeal of a grant of a zoning exception on Merrill Road for sale of liquor for off-site consumption) was moved in committee to deny the appeal, which was approved.  A vote to approve the amendment is a vote to permit the exception and allow the liquor sales.

 

President Bishop said that there would be a 4-item addendum.  2013-88 (appropriating $200,000 in FDOT grant funds to landscape the plaza in front of the Chamber of Commerce building) will be moved for discharge from the Finance Committee and action tonight.  2013-189 (waiving certain regulations in the downtown area during the One Spark Festival) will be requested for introduction and emergency action on first reading. Two additional bills will be for introduction and first reading only.

 

Council Member Boyer announced that she and Council Member Carter would have a floor amendment for 2013-53 to recognize and appropriate prospective savings from an announced JEA fuel charge rebate for additional mowing restoration.  Council Member Crescimbeni will also propose a floor amendment to the Boyer/Carter floor amendment.

 

Council Member Jones will offer a floor amendment to 2013-125 (rezoning on Edgewood Avenue) to add a condition that if the property is used to store materials in piles that exceed 20 feet in height, the owner must then plant additional trees as a buffer.  Dylan Reingold said that the bill is scheduled for a public hearing tonight so a floor amendment would be in order since the public has a chance to comment.

 

President Bishop noted that tonight will be the last Council meeting for Jessica Deal of the Mayor’s Office who is leaving City employment at the end of the month and also for JSO Officer Joe Quinn.
