Substitute

TEU: Changed “initial monthly rent” to “estimated monthly cost in lieu of rent”; attached Revised Exhibit 1 – license agreement; waives Ordinance Code provisions to allow an option for the building to be sold in the future at a cost other than the assessed value.

 

Finance: the church will pay fair market rent of $3.59 per square foot for 30 years by means of paying for lawn maintenance and insurance on the facility; the church will have an option to purchase the building which will include credit to the church for increases to the property’s value caused by the church’s installation of capital improvements (new roof, updated septic tank, interior remodeling); waives Ordinance Code provisions to allow an option for the building to be sold in the future at a cost other than the assessed value.

Amendment

Per OGC, the Amendment adds the following requests to the Administrative Deviation application: (1) Increase the maximum number of parking spaces on Parcel 1 from 6 parking spaces to 13 parking spaces, and on Parcel 2 from 3 parking spaces to 14 parking spaces; and (2) Increase the maximum width of the driveway access from 24 feet to 58 feet.

Amendment

Changes regulatory authority from Public Parking to Neighborhoods Department; exempts Atlantic Beach, Neptune Beach and Jacksonville Beach from the regulations; excludes trucks delivering pre-ordered merchandise; increases application fee from $49 to $100; Chief Administrative Officer designated to resolve appeals of decisions of the Neighborhoods Department; permit length reduced from 5 years to 2 years; permits to be issued as a badge with the permittee’s photo, to be worn at all times when operating the vehicle; authorizes JSO as an additional enforcement mechanism.

Amendment

Per OGC, the Amendment adds the following conditions to the PUD:  (1) The subject property shall be developed in accordance with the Development Services Division Memorandum dated January 17, 2013 or as otherwise approved by the Planning and Development Department; (2) A master landscaping plan shall be submitted for the review and approval of the Planning and Development Department at the time of verification of substantial compliance of the PUD. The master landscaping plan shall include landscaping as required pursuant to the Landscape and Tree Protection Regulations as set forth in Chapter 656, Part 12, Zoning Code. The subject property shall be developed and maintained in accordance with such master landscaping plan; and (3) All dumpsters shall be located as shown on the site plan and shall be enclosed by a masonry wall.

Clarifies in the bill that all prior expenses, encumbrances and remaining balances totaling $31,519,496 will be transferred to Project Detail PW0174-04; clarifies and authorizes bond borrowing of $291,985 approved by Council as part of Ord. 2007-401-E; deletes project amount allocations to specific components of the renovation.

Attached revised B.T.; transfers funds to reserve sub-objects within the downtown and countywide economic development funds; attaches Treasury schedule of principal and interest savings from the bond refinancing.

 

Schellenberg floor amendment: creates a new Code section requiring the Downtown Investment Authority to provide the City Council with an annual report on economic development activity, including the name of each DIA grant and loan recipient and the amount received, the number of jobs created pursuant to economic incentives granted, the amount of City expenditures on the Office of Economic Development for economic development activity staffing, the amount of City expenditures for OED economic development expenses other than staff costs, and the name of any incentive recipient that defaulted on its obligations under an incentive package and the nature of the default.

Adds reference to Ordinance 2012-143-E in the bill title; waives the provisions of Ord. Code Sec. 106.106(i) to exempt the $642,260 of JEDC FY12 fund balance from being automatically swept to a general reserve account.

Adds Council Member Gaffney as an introducer and Council Members Lee, Anderson, Bishop, Boyer, Brown, Clark, Crescimbeni, Gulliford, Holt, Jones, Joost, Love, & Lumb as co-sponsors; deletes authorization to Mayor to execute other documents and take further actions to effectuate the ordinance; corrects a scrivener’s error by deleting an extra word.

Amendment

Amends the bill title to reference the expansion of the PSG Council from 7 to 13 members; provides that the City Council liaison to the PSG Council shall be appointed annually; adds a provision that the sources of the priority weighting recommendations (United Way, JCCI, Jessie Ball DuPont Fund, etc.) cannot apply for grants in the year for which their recommendations are used for priority rating purposes; clarifies the allocation of funding under the high score model; corrects scrivener’s errors.

Changes the effective date to 4.1.13;  color decisions to be made by the Chief of Solid Waste rather than Director of Public Works; cart color must be approved by the Chief of Solid Waste Division.
