behind amending the bill to replace the attached lease before requesting
re-referral. Council Auditor Kirk
Sherman urged the Council to use this opportunity to get a complete, restated
Jaguars lease for EverBank Field that incorporates
the original lease and all 11 (12 if this bill is approved) amendments into
one comprehensive document. That will
make the process of analyzing future amendment proposals considerably quicker
and easier. Mayor’s Chief of Staff
Chris Hand agreed to convey that suggestion to Jaguars team personnel. Council Member Anderson abstained from the vote due to his
employment with EverBank, the naming sponsor of the

Teresa Eichner of the Mayor’s office reported
that she is working with the Information Technology Division on developing a
master list of all the agencies that receive funding of any type from the City
and the various sources of that funding.
The database will be searchable by agency and by funding source.
Peggy Sidman reminded the committee
that the last council meeting of the calendar year will be December 10th
and that any bills needing to be enacted on third reading at that meeting will
need to be filed for introduction no later than the council meeting of November
12th.
