Chairman Anderson announced that
Council Member Lori Boyer was appointed by the Council President as a temporary
member of the Finance Committee to help reach a quorum.
Deputy General Counsel Peggy Sidman
reported that a new state law took effect on October 1st regarding
the public’s right to speak at public meetings. 
The law provides that the public must be afforded an opportunity to be
heard before a public body makes a final decision on a matter, but the
opportunity to speak does not have to be at the meeting at which a decision is
made or a vote takes place; it could be at an earlier meeting as long as it is
in reasonable proximity to the making of the final decision. General Counsel
Cindy Laquidara confirmed on the record that the Council Rules allowing public
input to the Council on second reading public hearings on all ordinances and during
public comment periods at Council meetings satisfies the requirements of the
new law.  Council Member Crescimbeni
stated that Jason Gabriel of the General Counsel’s Office was working on an
ordinance to codify the requirements of the state law into the Ordinance
Code.

  other City or City-related pass-through funds received by all of the listed
  recipients of CDBG funding attached to the bill for fiscal years 2013 and
  2014.  In response to a question from
  Council Member Boyer about whether the CDBG grant committee coordinates with
  the Public Service Grant Council on addressing the same priorities, Elaine
  Spencer, Chief of the Housing and Community Development Division, said that
  they do not.  Ms. Boyer suggested that
  the work of the CDBG Advisory Committee, the Public Service Grant Council,
  the Jacksonville Children’s Commission and other city funding entities all be
  coordinated to achieve the maximum impact for the available funding.  Council Member Crescimbeni urged the
  administration to develop a web site that would list all private agencies
  receiving City funding and listing all of their City funding from all
  sources, including direct service contracts and federal and state funds that
