Chairman Anderson announced that the
Finance Committee’s budget hearings will begin on Thursday, August 8th. All budget-related information, including
meeting agendas, handouts, etc., will be posted to the City Council’s web page
under a budget link.
Juror parking: Chairman Anderson announced that he and Council Member
Crescimbeni have a noticed meeting scheduled for August 27th to
discuss this issue, and hope that the Mayor’s Office and the Clerk of the
Courts will have a resolution to present at that time. Jack Shad, Chief of Public Parking, stated
that the City will be paying for the current juror shuttle service for the
remainder of the year using funds appropriate for that use that will be moved
by means of a Transfer Directive very shortly.
Council Member Crescimbeni posed several questions about the City’s
agreement with MPS to manage the Courthouse Garage and about the occupancy,
types of users, and revenue generation of that garage. Ronnie Fussell, Clerk of the Courts,
explained his rationale for the City having an obligation to park jurors at no
cost in the Courthouse Garage based on the intent and wording of the City’s
management contract with MPS, which he says is confirmed by an Office of
General Counsel legal opinion. He
reiterated his dislike of the current shuttle system, his opposition to the
Clerk’s office being asked to pay any shuttle costs, and his desire that this
issue be resolved as quickly as possible.
Third quarter budget summary: Council Auditor Kirk Sherman gave a brief overview of the
latest quarterly budget summary report for the quarter ended June 30,
2013. The General Fund is showing a
revenue shortfall of approximately $14.5 million, which is largely offset by a
positive variance on the expenditure side of approximately $12.1 million. He
noted that expenditure percentages vary widely by department, with some
departments (i.e. Sheriff’s Office and Public Works) being well under budget at
the moment and others (i.e. Fire and Rescue) being over budget
