Council Auditor Kirk Sherman made a
presentation to the committee of the highlights of the FY11-12 year-end budget
wrap-up. The City’s General Fund
revenues fell $11.6 million short of budget, but that was more than offset by
expenditure reductions of $19.5 million below budget, in addition to the $10.5
million in Sheriff’s Office budget reductions approved by a previous
ordinance. The largest revenue
shortfalls came in the areas of franchise fees ($3.6 million), utility service
tax ($9.3 million), and state shared revenue (primarily sales tax - $3
million). Public safety revenue (fire
inspection fees and ambulance transport fees) was up $5.9 million over
budget. The largest expenditure
reductions were in the Fire and Rescue Department ($4.5 million), Sheriff’s
Office ($4.7 million), and the Public Works Department ($4.8 million). Council Member Boyer requested information on
how much of the expenditure reductions was attributable to reduced employee
expenditures (salary and benefits) and how much was in other types of savings.
The anticipated year-end surplus of $3.9 million for FY11-12 actually ended up at
$11.4 million due to the mid-year reduction of expenditures.

Public Works Director Jim Robinson stated that his department is in
the process of preparing to issue an RFP for a consultant to consolidate,
organize and analyze all of the City’s property records and holdings, a
process expected to take about 6 months.
The City owns approximately 5,000 parcels of property and the records
are not in a single, uniform database.
Council Member Gulliford made a
motion (subsequently withdrawn) that the ordinance be amended to include a
similar provision regarding vacant property, so as to prohibit the purchase
of new property for project purposes when vacant land already exists in the
City inventory that would be suitable for the purpose. Council Member Brown asked for information
on the current occupancy rate (percentage of space occupied) in City
