Bill Summary Assistant Council Auditor Janice Billy noted that, for the
first time, the priority populations designation ordinance also includes
recommended percentages of overall funding to be allocated to each of the
priority areas. Council Member Boyer
explained that the addition of the percentage distributions among the
priorities allows City Council to set the amounts rather than having it based
on the amount of applications received in each category as is currently the
case. She indicated that she will be
introducing subsequent legislation to make further changes in the Public

economic incentive ordinance processed under the new “fast track” review
mechanism. The special meeting will be
held on Tuesday, January 22nd instead of Monday the 21st
because of the Martin Luther King, Jr. holiday on the 21st. (Special Finance
Mtg will be held on Tuesday, January 22, 2013 @ 1:00 pm) |

At the conclusion of the
agenda the committee considered two annual reports by the Sheriff’s Office that
are required to be presented to the Finance Committee for review and
approval. The committee unanimously
approved the expenditures from the Teen Driver Special Revenue Fund and the
Motor Vehicle Safety Program Fund.
Jessica Deal of the Mayor’s
Office distributed two versions of a Transfer Directive quarterly report
requested by the Finance Committee during the FY12-13 budget process. The committee discussed the two versions of
the reports and suggested improvements to the documents. The consensus of the committee was to ask the
Mayor’s Office to use the more condensed version of the summary report with
some modifications as suggested by the committee, and to have a much more detailed
report available for anyone interested in exact details down to the individual
line item level. The committee also
requested that the administration develop a glossary or reference table to make
it possible to translate the account numbers presented on TDs and BTs into
actual account descriptions and to make that glossary available on the internet
for use by Council Members and by the general public.
