Attendance: Council Members Lori Boyer (Chair), Don Redman, Bill Gulliford and Matt Schellenberg

Chairwoman Boyer called the meeting to order at 1:00 p.m. and Dylan Reingold reviewed the marked agenda which contained 7 items marked for deferral, 12 items ready for action (2 as emergencies), 2 public hearings to be opened and continued, and 6 items for second reading and re-referral.
2013-64 (rezoning on Girvin Road): the Planning Department has recommended approval with 15 conditions. The applicant will have expert witnesses to present testimony. Mr. Reingold suggested that the committee take one of two actions: 1) recommend approval with the conditions the applicant has already agreed to, or 2) recommend denial.
2013-197 (rezoning on Plummer Road): the Planning Department recommended denial, while the Planning Commission recommended approval; Chairwoman Boyer requested a staff explanation of the Planning Commission’s rationale for opposing the department’s recommendation.
2013-262 (Zoning Code amendment to change the sunset date of the temporary directional real estate signs provision): the Rules Committee yesterday voted to approve the bill without a proposed amendment. Other related matters will be dealt with in separate legislation. Ms. Boyer said to expect numerous speakers raising issues other than the sunset date, which is the sole issue addressed by the ordinance.
2013-310 (floodplain management ordinance): the Chair will attempt to determine if all committee members have already heard Mike Sands address the purpose of this ordinance in other committees; if so, the presentation may be dispensed with. The bill will be taken up at the beginning of the agenda.
Ms. Boyer announced her intention to meet with Helena Parola of the Planning Department after the agenda meeting to get a briefing on 2013-257 (amendment to JIA DRI).
There being no further business, the agenda meeting was adjourned at 1:14 p.m.
