MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, October 22,2013.  The meeting was called to order at 5:05 P.M. by President Gulliford.  The meeting adjourned at 11:25 P.M.
