The meeting was convened at 4:14 P.M.
Ramonda Fields, Victory Fields Property Management (Ponte Vedra) made a brief presentation on property management for abandoned homes. She explained what the components of the abandoned housing issues and provided what the problems were and suggested solutions.

4-0 There was an extensive discussion and exchange on this
item. At the outset, Assistant General
Counsel Paige Johnston explained the PHS Amendment, an amendment that
included a number of the suggestions offered and agreed upon in a meeting
that had been attended by Council Members Lori Boyer, E. Denise Lee, Steve
Pace, Environmental Quality Division, Mike Yokan,
promoter, and others. Council Member Stephen Joost noted that the promoter of
concerts at Metropolitan Park, Mike Yokan, had
concerts scheduled in the park the coming weekend. Mr. Yokan
commented on the proposed amendment and fielded questions on the intricacies
that concert promotion entailed; he fielded questions on the differences in
concerts held in venues such as St. Augustine and concerts held at
Metro Park. Council Member Doyle
Carter inquired about the number of hotel rooms that had been filled by Mr. Yokan’s recent concerts at Metro Park. Council Member Don Redman commented that it was his
understanding that the Ad Hoc Committee on Metropolitan Park was supposed to
have an opportunity to review and evaluate issues before final passage of the
proposed ordinance. The Chair, Council
Member Kimberly Daniels, felt that the Ad Hoc Committee should have looked at
other venues, in addition to Metro, that the Ad Hoc Committee should not have
narrowly focused on Metro alone.
Council Member Reggie Brown thought that there were disparity issues
that concerned him; he felt that the sound studies/tests that were conducted
at Metro Park ought to have been conducted at other venues, as well. The issue of profane language in concert performances in
the context of free speech was the basis of an exchange between Council
Member Joost and Assistant General Counsel Johnston. Mr. Conrad Oliver and Mr. John Nooney
remarked on the proposed legislation in a public comment period that the
Chair allowed. |
