1. 10/22/2013 CO
Introduced: PHS,F Bill Summary READ 2nd
& REREFER At the end of the agenda items, the Chair recognized
Council Member Lori Boyer. Council Member Boyer indicated that she wanted to give the
Committee a heads-up on impending legislation that Mrs. Boyer expects to
introduce concerning drinking water for constituents in Council District
5. The Council Member explained that
there are residents that are currently without access to drinking water. She has been in contact with JEA and it has
not been determined whether the costs to rectify the situation are the City’s
responsibility or JEA’s or a combination of the two. Emergency passage of the bill will be
requested. The Chair raised the issue of public comments at Committee
meetings. Recently enacted State
Senate Bill 50 was referenced.
Assistant General Counsel Paige Johnston said that it was up to the
discretion of the Chair as to whether or not she wanted to have public
comments as a component of the Committee meeting. The Chair raised the issue of safety during Committee
meetings, wondering if the presence of police officers was something that
ought to be considered. She felt that
when touchy issues are being addressed, people often get upset; police
presence would be a preventive measure.
Paige Johnston suggested that this might be a matter that the Chair
could raise in either a letter or conversation with the Council President. There being no further business, the meeting was adjourned
at 4:48 P.M. John J. Jackson, Council Research Division (904) 630-1729 11.06.13 Posted: 12:00 P.M. |
