the nature of Program Income and what constituted “shovel ready” projects. Council Member Matt Schellenberg asked Ms. Stagner-Crites
to be prepared at the Finance Committee meeting on Tuesday morning to provide
some background on Ordinance 2007-255-E (Shoppes of Norfolk project). |

would have had the Clerk of the Courts used funds from its increase budget
revenue rather than funds that were set aside by the Council in a special
