Meeting Convened: 3:30 a.m.
Vice Chairman Redman convened
the meeting and asked Janice Billy to review the Council Auditor’s marked
agenda which included 1 item marked for deferral, 6 items ready for action and
3 items for second reading and re-referral.
2012-719 (transferring
$50,000 from Public Parking fund to the Clerk of the Courts to fund the juror
shuttle): Janice Billy noted that the Public Parking fund is an enterprise fund
(self-sustaining business operation) and transferring funds out of the
enterprise fund distorts its operations; the Council Auditor’s office is not in
favor of this transfer.
2013-164 (Ordinance Code
amendment regarding animal tethering): the bill was amended and approved by the
Rules Committee in the last cycle, but PHS did not meet due to lack of a
quorum. The bill was not discharged from
PHS by the City Council for consideration at the last council meeting.
