Council Member Warren Jones noted that there had been numerous complaints about the unavailability of tennis courts at the site.  Daryl Joseph, Parks & Recreation Department, explained what the time line was for the completion of the upgrading project.  He explained that while the hard tennis courts are currently closed, the clay courts are still being used.

Bill Joyce, Public Works, explained what the legislation entailed.  Council Member Ray Holt asked Mr. Joyce to look into another matter.  Two or three years ago, the Council enacted legislation to provide funds that would enable the Town of Baldwin to retrofit an elementary school into a hurricane shelter.  The Mayor of the Town of Baldwin has recently notified Council Member Holt that those funds were never forthcoming.  Council Member Holt asked Mr. Joyce to follow-up on this matter.

Council Member E. Denise Lee announced that she was against both the amendment and the bill itself.  Moreover, she contended that education in Duval County was the purview of the School Board and the Superintendent of Schools.  Ms. Lee objected to the Administration creating what she felt was a new department, expending funds on a new department while closing libraries and nearly closing fire stations.  Chris Hand, Chief of  Staff to the Mayor, explained that the funding was from the private sector

At the close of agenda items, Council Member  E. Denise Lee indicated that at the previous RCD Committee meeting she had requested that Parks & Recreation Department Director Kelley Boree provide her with specific information (including resumes) on Parks & Recreation Department staff; that information had not been provided.  The Chair, Council  Member John Crescimbeni, requested that Margo Klosterman, Mayor’s Office, look into the matter and ascertain why Ms. Lee had not been provided the requested information and to provide that requested information by the end of the day.  Council Member Clay Yarborough and Mr. Crescimbeni noted that they were in receipt of e-mails from the Parks & Recreation Department  dated 09.17.13 2:17 P.M.

 

On another matter, Council Member Lee announced that she had just returned from an inspection tour of parks and neighborhoods  in her (and an adjoining) Council District  where she characterized conditions as deplorable.   She implored members of the Committee to join her on an inspection tour of these neighborhoods.  The Chair requested Assistant General Counsel Paige Johnston to inquire on the feasibility of Council Members use of City vehicles for such an inspection tour.
