(Carter, Redman) Council Member Stephen Joost was supportive of the bill. Council Member Don Redman cited the noise issue that
affects the residents of the St. Nicholas community as a reason for deferring
the bill. He felt that the Ad Hoc
Committee on Metropolitan Park was making progress in finding a solution to
the noise problem. Council Member Dr. Johnny Gaffney contended that
entertainment is a component of a city’s quality of life; felt that the bill
makes sense and is supportive. Council Member Lori Boyer explained the ramifications in
enacting the bill; felt that the bill does nothing to address the decibel
level issue. Vince Seibold, Chief, Environmental Quality Division,
fielded questions on how noise is measured.
He noted that measurements are taken at the source of a complaint
(property of). The noise program is
complaint driven. After Council Member Richard Clark called the question,
the Committee voted to recommend approval of the measure, 5-2. |
