Fact Sheet F: Amend/Approve AMEND
(F)/APPROVE 4-0 The Chair asked for an explanation of what the legislation
entailed. Jessica Deal of the Mayor’s
Office proceeded to summarize the components of the bill. Assistant Council Auditor Janice Billy
remarked on the objectives of the proposed legislation from the Council
Auditor’s Office perspective. Public Works Department Director Jim Robinson explained
the R/W mowing, landscape maintenance and roadway lighting as outlined on the
hand-out that he had distributed that enumerated and explained budget figures. Council Member Daniels raised concerns about contract compliance, particularly with what she felt was shabby
work on mowing by the contractors. She
commended the intentions of returning street lighting and felt that JSO
should have the funding for the reimbursement for education courses. Dr. Johnny Gaffney expressed his unhappiness with the work
that the City had done with mowing in the neighborhoods. He felt that there were neighborhoods that
had been ignored and that minority contractors had not been given
opportunities for work. As such, Dr.
Gaffney indicated that he would not be supportive of the bill. The Chair, Council Member Carter, indicated that he was in
support of the bill; his position was that if we did not move forward with
the bill, nothing would get better, that there would be less quality than
what we have now in the levels of service for mowing and landscaping. The Committee Members proceeded to propose numerous
amendments to the Finance Committee’s amendment. Council Member Daniels proposed having all
items except JSO reimbursements and the street lighting placed below the line
until numerous questions were answered.
A motion for an RCD amendment that placed everything below the line
except lights, janitorial services and JSO reimbursements failed (2-2),
Daniels & Gaffney in the affirmative, Carter and Redman opposed. Tracey Watkins, JSO Employee Services, explained what the
issue of the JSO education reimbursements entailed. Ultimately, the Committee voted to recommend approval of
the bill, as amended (Finance). Director Robinson indicated that he and his department
would be meeting individually with Council Members to address the numerous
concerns and questions that had been raised. |
