The Mayor’s Chief of Staff, Chris Hand, gave the Committee an overview of the proposed legislation and its objective.  He noted that the Mayor’s Office was particularly committed to the Council’s oversight on any project that emerges.

 

Chief Financial Officer Ronnie Belton and Budget Director Glen Hansen, recapped the financial picture, explaining how savings resulted in the funds now available for the proposed legislation. 

 

Ted Carter, Director, Office of Economic Development; Paul Crawford, Deputy Director, Office of Economic Development; Oliver Baraket, Vice Chair, the Downtown Development Authority Board; Melody Bishop, Member, Downtown Development Board, all commented on the Administration’s proposed legislation and field questions.

 

Council Member Reggie Brown expressed concern about the Northwest Jacksonville Economic Development Fund and the inability of some of his constituents to access loan assistance.  Mr. Brown was concerned that funding for loans for downtown business prospects would be available; loans for neighborhood were not.  Council Member Dr. Johnny Gaffney expressed similar concerns.  Office of Economic Development Director, Ted Carter, indicated that the Mayor and his administration were committed to helping all small businesses.

 

Mr. Oliver Barakat noted that possibly acquiring the assistance and expertise of a non-profit to address Hemming Plaza issues.  Council Member Brown felt that Hemming Plaza issues were best addressed by the City’s Parks & Recreation Department.  Council Member Don Redman felt that the private sector would have an edge in doing a better job at resolving issues concerning Hemming Plaza.  Council Member Kimberly Daniels expressed her concerns about the image that the community had about those that visited and congregated at Hemming Plaza; she distributed and commented on a survey that she recently did regarding the use of the park.
