Council Member Don Redman, sponsor of the ordinance, explained that he had requested that the bill be deferred so as to enable the Downtown Investment Authority the opportunity to review suggested options for Hemming Plaza.  He will await the report of DIA’s findings.  Council Member Gaffney thought that Council Member Redman should discuss his proposed ordinance with the Mayor’s Office.

Council  Member Reggie Brown commented that he agreed with Council Member Redman’s decision to have DIA weigh the various options for the park. 

 

Council Member Kimberly Daniels announced that she will be conducting a 10-day survey of people that spend time in Hemming Plaza.  She has a team of volunteers that will be conducting the survey, a project that she expects to get underway the day after the Martin Luther King holiday (January 22nd).  Council Member Daniels’ survey, a copy of which was distributed to the Committee Members, raises questions about visitors’ frequency at the park, whether they are veterans or homeless and if they have any special needs.

 

Council  Member Redman noted that there have been a number of surveys of visitors and usage of Hemming Plaza, citing the detailed survey that Downtown Vision conducted in the course of the work of the Ad Hoc Committee on Hemming Plaza,  a panel that Mr. Redman sat on, along with Council Members Denise Lee and Bill Gulliford.  It was Council Member Daniels’ intention to conduct her own survey, though she expressed an interest in seeing the previously conducted survey that Council Member Redman cited.  She also contended that we need to make more use of the faith-based community in resolving some of the issues raised regarding Hemming Plaza. 

 

Council Member Brown suggested that JSO trustees be involved with downtown clean-up programs.

 

Council Member Denise Lee addressed the Committee and explained what the Ad Hoc Committee on Hemming Plaza had as its objectives, the issues that it had focused on and the transition of its work to the Downtown Investment Authority.  She contended that issues concerning the homeless was never considered or assessed by the Ad Hoc Committee.  The homeless was a separate issue, altogether.

She added that the Ad Hoc Committee never voted to remove the tables and chairs from Hemming Plaza and that the Committee never viewed the removal of homeless people from the park as a component of its mission.

 

 

Council Member Kimberly Daniels raised the issue of Metropolitan Park concerts that Item # 7 on the agenda addressed.  (Ordinance-MC 2013-8, deleting 12 ticket events at Metropolitan Park…).  Council Member Don Redman sponsored this proposed legislation in response to his constituents in the St. Nicholas community who complained about the disturbing high volume of the music that carried across the river.   Council Member Daniels contended that we did not want to discourage events like concerts at the park that generated revenue and created jobs.  Jessica Deal of the Mayor’s Office  reported that there had been a meeting the previous day that addressed Mr. Redman’s proposed legislation and problems that might surface with permits for impending events at the site.  She indicated that the Mayor’s Office is looking into how other cities handle issues such as  concerts at outdoor venues.  Council Member Brown suggested that Jacksonville is losing out to jurisdictions like St. Augustine when it comes to concerts and other events because promoters find Jacksonville  too rigid.”
