In attendance: Council Members Jim Love (Chair), Reggie Brown (Vice
Chair), Greg Anderson, Stephen Joost, Kimberly Daniels; Council Members John
Crescimbeni and Matt Schellenberg were excused; Council Members E. Denise Lee and
Doyle Carter were in attendance; Paige

The Chair called the meeting
to order at 2:05 P.M.
Usha Mohan, Director, ITD,
provided the Committee with a PowerPoint update on some of ITD’s recent
accomplishments and challenges. She
announced that Jacksonville was designated as #3 on the list of the top City digital
list, moving up from previously being named #10. She attributed this recognition in part to
the success that ITD has had in its collaborative relationship and work with JEA,
JTA, the Tax Collector and City agencies and authorities. The collaborative initiative has saved the
City $200,000 annually. She also
highlighted the success that ITD has had and continues to have with mobile
Apps, noting JaxFerry as the latest ITD App.

5 – 0 There was a lengthy discussion on this item. After Kyle Billy explained the amendment,
the ordinance’s sponsor, Council Member E. Denise Lee, explained why
she felt that the measure merited support and approval. She noted that she had had 18 noticed
meetings with colleagues to explain the bill and to address any concerns that
anyone had. She explained that there
had been concerns raised in the Rules Committee on matters such as the source
of funding for the proposed new division.
Public Works Department Director, Jim Robinson, fielded
numerous questions and explained the time-framed devised to get the new
division up and running. In addition,
he answered questions about the budget required to get the new division
operational, particularly personnel costs and acquiring new maintenance
equipment. |
