Jeff Foster, Chief, Solid Waste, fielded questions, particularly on whether or not the amendment contain specifications regarding a buffer to be installed; Council Member Greg Anderson wanted to know whether the Council can expect numerous other applications for CONs.  Council Member Matt Schellenberg wanted to know whether Council Member Jones, as the District Council Member, was satisfied with the amendment addressing concerns that he had previously raised.  Mr. Jones was content.

There was a discussion on whether or not the City benefitted from the renewal of the Franchise Agreement; costs issues were raised; Council Member Greg Anderson was concerned that JEA had not been apprised  of this renewal legislation.  Gayle Petrie, Office of General Counsel, and Jeffrey Whitson, Regional Manager, Local Government, Community Relations and Economic Development, TECO, field questions and explained that the Agreement had been in effect for a number of years.  It was noted that JEA was a big customer of TECO, particularly with the Greenland Power Plant.

There was a lengthy discussion on the proposed legislation.  Jack Shad, Chief, Public Parking, explained how the City viewed the proposed ordinance, indicating that a substitute bill could emerge.  He cited a number of concerns; he said the City’s objective was that there would be an even playing field between the parties.  He fielded numerous questions.  Rachel Holt spoke on behalf of Uber.  She described how vehicles for hire would operate.  She described Uber’s operations in the country and fielded questions.  Attorney Wyman Duggan also spoke on behalf of Uber.  Michelle Riddle spoke on behalf the taxi and limousine service industry (e.g., Gator, Yellow Cab, Carey Checker Cab and others) in the area.  She indicated that her organization has been at odds with Uber for years.
