AMEND/APPROVE 5-0 (Strike “authority for further action” language)

 

Brad Thoburn, Jacksonville Transportation Authority, provided an overview of what the agreement entailed; he explained that the Federal Transit Authority, the Florida Department of Transportation and the Jacksonville Transportation Authority would provide the funding for the construction of bus rapid transit system; the City was being asked to approve the use of its rights-of-way for the bas rapid transit system.  The first leg of the system would be the North Corridor.  The North Corridor was selected as the first segment because the population living in the area lacked alternative means of transportation and, thus, provided JTA with a greater base for bus passengers.  A diesel hybrid vessel would be used because of its greater fuel efficiency and it would be quieter.  The bus rapid transit system would entail more frequent service, fewer stops and service reliability; longer distances would be reached in a shorter amount of time.

Assistant General Counsel Paige Johnston explained that the amendment sought to clarify language; the auditors had requested the language in the amendment to clarify a Mayor’s actions in executing agreements.

At the close of agenda items, the Committee heard a presentation by Michael Latanza of USA Services.

Council Member Jim Love introduced Mr. Latanza and explained that his street sweeping business had been doing a portion of the City’s street sweeping.

 

Mr. Latanza proceeded to explain how he felt that his company could save the City a fair amount of money in street sweeping.  He noted that his firm had been doing street sweeping for the City for 15 years.

 

Council Member Reggie Brown raised concerns about the loss of City jobs if the City proceeded to privatize its street sweeping; Mr. Latanza indicated that he envisioned the experienced City street sweeping personnel as good candidates for positions with his operation.

 

Council Member Love requested that Ms. Barth advise the Administration to delay its plans on buying new street sweepers until Mr. Latanza’s proposed measures are vetted.

 

There being no further business, the Committee meeting was adjourned at 3:10 P.M.
