explaining that the permit provision was stricken because the process of
splitting tires no longer occurs.
Council Member Warren Jones, sponsor of the legislation, Jeff Foster,
Solid Waste Division, and Lieutenant Mike Provinsky, JSO, also fielded
questions and commented to explain the intent of the proposed legislation. |

Years, Clarify Total & Addnl Funding, Amend BT) Heather Reber, Council Auditor’s Office explained the
amendment; John Pappas of the Public Works Department explained the
provisions of the bill, sources of funding, and fielded questions. Council Member Matt Schellenberg was
troubled by what he felt were the exorbitant costs of the project to remove
septic tanks and wondered whether putting the project out for an RFP bid
could lessen the costs. Council Member
Brown, in whose Council District Lincoln Villas is located, cautioned that if
the City did not accept the funds from the State (St. Johns River Water Management District), then we were headed
for an increase in the millage rate (for the necessary funding for the septic
tank removal project). In the vote to recommend approval of the ordinance,
Council Member Schellenberg cast the “nay” vote. |

Summary R: Amend/Apv AMEND(R)/APPROVE
4-0 Heather Reber, Council Auditor’s Office, explained the
Rules amendments. Ken Pinnix commented
on the amendments, as well, in his explanation of what the proposed bill’s
intent was. He recounted his firm’s
track record in obtaining grants for clients and his own experience as a
grants writer while he headed the Brownfields program for the City of
Jacksonville. Council Member
Schellenberg raised the costs issue and offered an amendment that would lower
the appropriation to $35,000 and increase the number of hours. The proposed amendment failed for lack of a
second. On a second proposed
amendment, Mr. Schellenberg proposed to keep the $47,000 but decrease the
number of hours. For lack of a second,
the amendment failed. The Chair, Council Member Anderson, asked Mr. Pinnix what
he felt were the prospects of the City actually acquiring grants. Mr. Pinnix recounted the success that TBE
Group had experienced in acquiring grants for its clients from EPA, H.U.D., the
U.S. Department of Agriculture and other agencies. Council Member Lumb thought it appropriate for the
Committee to take the same action that the Rules had taken in recommending
approval of the proposed ordinance. |

septic tank removals in Lincoln Villas).
In a 3-1 vote (Schellenberg), the motion to reconsider failed. There being no further business, the meeting was adjourned
