Bill Joyce, Chief, Engineering & Construction Management, Public Works Department, and Council Member Lori Boyer, sponsor of the measure, explained the provisions of the legislation and fielded questions. To Council  Member Reggie Brown, it appeared that residents or neighborhoods that had the resources could get sidewalk work done faster than others; that there was an “uneven playing field.”  Council Member Robin Lumb thought that if residents wanted to spend their own money for sidewalk improvements, we would encourage them to take advantage of that option that the proposed legislation provided.

Council Member Schellenberg offered an amendment that would allow Old Plank Baptist Church the capability of seeking an appraisal of the property at any time in the term of the lease and not be locked into the terms set in the provisions of the ordinance.  The amendment failed, 3-3, with Council Members Brown, Holt and Lumb voting against.
