Council Auditor Kirk Sherman reviewed several years of trends in revenues and claims in the worker’s compensation fund, which has run a deficit for the last 2 years, requiring a General Fund subsidy to keep the account solvent. Risk Manager Twane Duckworth stated that premiums have been increased to the departments to produce greater revenue, and noted that 87% of worker’s compensation claims are attributable to the Sheriff’s Office and Fire and Rescue Department personnel. Council Member Schellenberg requested additional information on the numbers of worker’s comp claims by department and, if possible, how close those claimants are to being eligible for participation in the City’s DROP program.

Council Member Boyer expressed concerns about the way these funds are proposed to be transferred and described a larger issue that she has identified with the way the City funds and tracks its CIP projects and with the way that funds are shifted among projects. She noted the difference between projects the City Council has authorized and the amount of borrowing authorization that has actually been issued as debt to produce revenue for project construction. She suggested that no further transfers of funds among CIP projects should take place until such time as the Council has a firm grasp on project authorization lists, actual borrowing, actual funds on hand in project accounts, project completion percentages, etc.

 

Upon a motion by Council Member Gulliford, the committee instructed Paige Johnston of the General Counsel’s Office to draft a Finance Committee ordinance for introduction and potential emergency action next Tuesday to impose a moratorium on transfers of funds among CIP projects until such time as the City Council receives additional information from the administration and has a better grasp on project authorizations, actual borrowing for projects, and the funding status of CIP project accounts.
