There was a lengthy discussion of this item; Tera Meeks, Chief, Nature and Marine Resources, explained what the change of docking time entailed and fielded numerous questions.   Council Member Lori Boyer reported on the concerns raised when the Jacksonville Waterways Commission deliberated on the matter.   Council Member Richard Clark was concerned that we were changing the Ordinance Code merely because one party had a problem with docking; he prefers to defer the measure.  The measure’s sponsor, Council Member Jim Love, opposed deferring and wanted to act on the item.  Council Member Reggie Brown suggested that the item be deferred and that a noticed meeting he held to resolve all of the concerns that had been raised.  After a lengthy discussion, the panel voted to defer the measure.

Council Member John Crescimbeni wanted to know what were the precise responsibilities of the City in the License Agreement.  He felt that the DIA should administer the contract and manage the park operations, that it was under the DIA’s purview.  Council Member Crescimbeni wanted to amend language in the License Agreement to wit the City “shall” instead of “may” withhold funds if the Friends of Hemming Plaza did not meet its contractual obligations as stipulated in the Agreement.
