Council
Member Schellenberg gave an update on the water taxi issue, stating that he has
met with Harry Frisch of Beaver Street Foods who is interested in purchasing
the two vessels the City was attempting to purchase and leasing them to the
City to operate until such time as the City can issue an RFP for a permanent
operator.
Paul
Harden representing the Jacksonville Jaguars explained the proposed amended
12th Amendment to the team’s lease with the City for EverBank Field. Upon
learning of a pending NFL requirement for the 2015 season that all NFL stadiums
install expanded WiFi capability, the Jaguars solicited bids to include the
WiFi upgrades in the current stadium improvement project. The proposed
amendment to the 12th Amendment would provide for a cost-sharing arrangement between
the City and the Jaguars to each provide approximately $2 million for the
project, with the City’s share being funded by projected savings from the
current $63 million stadium improvement project ($333,000) and from the Banking
Fund. Chris Hand of the Mayor’s Office stated that the decision to use the
Banking Fund was made to provide an immediate funding source since a CIP
project in next year’s budget would not provide funding in a timely manner for
the project to be completed this summer before the start of the season. Council
Member Crescimbeni asked the Council Auditor to explore possible funding
alternatives to the Banking Fund.
