Meeting Convened: 8:39 a.m.
Chairman Anderson reviewed the Council Auditor’s marked agenda which included 9 items marked for deferral, 14 items ready for action (2 as emergencies) and 11 items for second reading and re-referral.
Mr. Anderson announced that the agenda would be as follows: 1) ordinance 2014-229 (Addeco economic incentive package), 2) a brief update from Council Member Boyer on the progress of the Task Force on Consolidated Government, 3) a presentation on the solid waste rate review by the Council Auditor’s Office, 4) ordinance 2014-92 (Florida Theater building renovations), then the remainder of the agenda in order.
2013-523 (amending Ordinance Code Chapter 106 regarding the mayor’s transfer authority): Assistant Council Auditor Janice Billy has requested that this bill be used as the vehicle for an amendment to another portion of Chapter 106 not entirely related to the mayor’s transfer authority. She will be meeting with Council Member Schellenberg on the amendment.
2014-87 (appropriating $1 million in federal grant funds to harden an Emergency Preparedness equipment storage warehouse): the bill will be deferred while the Public Buildings Division does further cost estimates on the full cost of the needed work.
Mayor’s Chief of Staff Chris Hand inquired about why the committee would be hearing a presentation about the solid waste rate review today and reported that the report of the Solid Waste Rate Review Committee is currently pending before the Mayor’s Budget Review Committee. It is expected that the mayor will be proposing legislation to the City Council in the next few weeks on this subject. Council Auditor Kirk Sherman noted that the new rates being negotiated with the contract waste haulers will be retroactive back to October 2013 when the last rate contracts expired.
