SPECIAL FINANCE COMMITTEE MEETING MINUTES

April 8, 2014

Attendance:  Council Members Greg Anderson (Chair), Stephen Joost, Richard Clark, John Crescimbeni, Johnny Gaffney, Robin Lumb, Matt Schellenberg

The Chairman called the meeting to order at 2:03 p.m. and all attendees introduced themselves for the record.

 

2014-243 (authorizing economic development agreement with and incentives for Centene Management Company): Ed Randolph of the Office of Economic Development described the project and the proposed incentive package. Donna Mel of Centene Management answered questions from the committee about the company’s business lines.  Assistant Council Auditor Janice Billy discussed two proposed amendments to attach a revised project summary and to place several payout schedules on file.

Motion: approve 2014-243 with the Council Auditor’s two amendments – approved 8-0.

 

2014-169 (granting JEA a non-exclusive all-utilities easement through Patton Park to install a wasterwater re-use transmission line): Assistant Council Auditor Janice Billy discussed three proposed amendments to reduce the acreage amount from 800 to 780, to change the developer’s existing contribution amount from $750,000 to $500,000, and to replace Exhibit 1 with a Revised Exhibit 1 (Revised All Utilities Easement).

Motion: approve 2014-169 with the Council Auditor’s three amendments – approved 8-0.
