At the beginning of the meeting Council Auditor Kirk Sherman made a presentation on the fourth quarter financial report for FY12-13 (ending September 30, 2013). It appears that the undesignated fund balance at year-end will be in the $40 million range. Utility service taxes and utility franchise fees fell approximately $10 million short of budget largely because of reduced use of utilities. Revenues fell approximately $25.6 short of budget and expenditures were reduced by $17.6 million below budget. The Fire and Rescue Department booked a write-off of $8.6 million for 10 years of uncollected rescue service bills reported to the City by its private billing agency. The committee posed a number of questions to Fire Chief Marty Senteriftt and Chief Financial Officer Ronnie Belton write-off. They explained that the collection function for rescue services has been contracted out to a private company for many years. In 2013 the contractor installed a new computer system and discovered the $8.6 million in uncollected bills that had not previously been reported to the City. Those uncollected bills were not carried on the City’s books over the years a uncollected revenue – the amount was just discovered and reported to the City in January 2014.
Mr. Sherman reported that the administration is preparing a “glitch bill” to deal with two issues in the FY13 year-end General Fund recapture report. The Council Auditor recommends two changes relating to treatment of a year-end fund balance in SMG’s Convention Center account and to treatment of a fund balance in the Clerk of the Courts’ recording fees account. Mr. Sherman and Clerk of the Courts Ronnie Fussell will meet to arrive at a mutually agreeable resolution to that issue.

Council Member Clark said that the Fire and Rescue Department has already exhausted its annual budget for overtime in the first quarter of the fiscal year and the problem will not be solved until the City finally hires enough firefighters to fully meet its service needs without relying on overtime. He believes the City probably needs 200 firefighters to reach an appropriate level of service and that hiring 67 by use of this grant and another 67 with already budgeted funds is insufficient. Council Member Schellenberg said the City cannot afford to hire more firefighters until it solves the problems of the Police and Fire Pension Fund, which will only be exacerbated by putting more employees into an underfunded plan.
