Schellenberg explained the rationale for the proposed reduction in transfer
authority. In response to a question, the Council Auditor stated that the
amount of transfer authority is a policy matter for the Council to decide. Such a reduction would increase the amount
of legislation coming to the Council for a decision somewhat. President
Gulliford suggested the possibility of setting a dollar threshold below which
legislation to authorize a transfer would go through a 1-cycle fast track process, while transfers over
the threshold would go through a full committee process. Council Member
Schellenberg offered a motion to make the $100,000 threshold a temporary
measure until September 30, 2014 after which it would sunset; the motion died
for lack of a second. DEFER |

Chair of the Pension Task Force, discussed the injunction recently issued by
Judge Waddell Wallace prohibiting members of the Task Force from holding
private discussions with the Police and Fire Pension Fund regarding pension
plan design. He interprets the
injunction to not apply to the three other items the Task Force is
considering pension fund governance, unfunded actuarial liability, or
investment policy. He urged the committee not to approve an expansion of
investment options without getting something in return from the pension fund,
a quid pro quo. Mr. Scheu stated
that the Task Force will continue with its work and hopes to have a package
of recommendations ready for the Mayor, City Council and PFPF board by early
