Public hearing opened. Two speakers: Howard Smith (support) and James Henry (support). Mr. Smith stated his client was agreeable to the conditions by the Planning Commission. The owner is committed to maintaining the upkeep and reducing loitering on the property. Mr. Henry commented there have been significant changes to the site and supports the ordinance because it maintains protection for the community.

 

There was discussion regarding the standard of maintenance on the property. The additional conditions by the committee include: maximum height of grass not to exceed 6 inches, daily liter pickup and sidewalk edging. Mr. Smith consented to conditions.

Bill Summary

 

Report: Paige Johnston provided a thorough review of the bill.

 

CM Boyer requested to be added as a co-sponsor. The committee discussed the importance of COU information being clearly located on the City’s website; proper notification for new vs. renewal applications; ability to receive Business Tax Receipt and COU in same location; and resolutions of concerns regarding administrative procedures.

 

Public hearing opened. One speaker: James Minion (oppose) commented although the bill adds more enforcement of COUs the entry point of the process needs to be reviewed for improvement.  He believes that increasing the requirements and consequences for businesses to comply without providing a means to comply is unfair. There needs to be an administrative or a more in-depth legislative resolution.

 

Mr. Minion supports the suggestion of businesses having the ability to obtain the tax receipt and submit application for COU in the same location.

In response to CM Love comments, Mr. Burney agreed to look into placing an employee at the Yates Building to assist in improving the process. He commented the new bill is a positive in ensuring the enforcement of businesses obtaining a COU.  He will continue communicating with all entities to assist in the implementation.
