Mr. Calvin Burney updated the committee regarding the Technical Advisory Committee that was assembled to develop a Mobility Plan Handbook.   The committee expects to be finished within next 2-3 weeks in order to submit a completed document at the first LUZ meeting in January. In response to questions, Mr. Burney commented that the Passerby Capture Rate and calculations for additional credit remains a part of the process.

 

NOTE:  The next regular meeting will be held December 2, 2014.

Report: Lewis reported the Planning Department originally recommended approval with 12 conditions. The Planning Commission voted 6-2 for denial of application. On 11/18/14, PD received a 5th revised written description (dated 11/12/14) and site plan (dated 11/12/14). After review, the PD recommends approval with 9 conditions.

Public hearing opened. Mr. Harden clarified several concerns from the committee regarding the staff report; and explained the various efforts out forth over the past few months to accommodate the neighborhood residents. The number of houses has been reduced from 67 to 63

 

Three speaker cards (oppose) did not wish to speak.

 

Twenty-one (21) speakers voiced their opposition to the bill on the bases the development was neither consistent nor compatible to their neighborhood.  The area is predominately rural and speakers wished to maintain its character. There were concerns about influx of traffic, safety, number of homes and lot sizes. Speakers provided a poster size map of the neighborhood for reference along with a video presentation. The speakers requested committee to uphold the Planning Commission’s denial of the application. Public hearing closed.

 

The committee had extensive discussion regarding the natural buffers on the Joda Road and Plummer Grant along inquiring about traffic safety.  In response, Mr. Huxford stated the applicant has not requested wavier of any the buffers will have to ensure the 20 foot requirement. Additionally, he commented that a transportation review of traffic safety was done. Further in the development, there will be another study by engineering to include review of adding traffic light at Old St. Augustine Road.

Rita Mairs and William Brinton provided a brief summary of the bill and the amendments. The Rules amendment provided for addition of statutory language for consistency with Chapter 479. There was discussion regarding regulating the removal of billboards pursuit with the 12 settlement agreements. 26 roadways will become billboard free within next 15 years. The location of the billboards is primarily determined by the market as to what roadways will either have segments free or completely free. Mr. Brinton listed several areas where billboards will be available for relocation.
