Ex Parte:
Redman, Boyer, Bishop, Love, Gaffney, Gulliford Report: Lewis
(PC recommends unanimously to approve with four conditions) Public hearing
opened. Three speakers: Paul Harden (support) agreed with PC recommendations
and four conditions; Clifford Johnson (opposed) and Frank Morgan (opposed). There
was extensive discussion regarding to requested infrastructure, 10 set
review, taxing community, and trip capacity on roads with the addition of new
units. Mr. Morgan submitted copies of
the neighborhood’s recommendations. Public hearing closed. Mr. Harden
agreed to the benefit of both entities that the master plan and small scale
be approved together. Additionally, he stated any traffic recommendations
from the 10 set review would be addressed accordingly. In response to an
inquiry by CM Boyer to staff, Mr. Harden agreed to a fifth condition in
regards to roadway language. Most of the roads in this area are privately
owned. If brought up to City standards, street maintenance remains the
responsibility of the owner. Motion/2nd
