called the meeting to order at 4:30 p.m.
Rooming Houses – Folks Huxford
Jacksonville allows
up to five unrelated people to live under the same roof and still be considered
a single family dwelling. Based on the research gathered from various
municipalities including college towns (Tallahassee & Gainesville), the
prevailing minimum requirement of unrelated people in a single family dwelling
is three. Mr. Huxford suggested changing the Code from five to three to be in
line with other jurisdictions. Mr. Robert Prada will provide a report from Code
Enforcement in two weeks. CM Boyer requested that Office of General Counsel
prepare legislation for review at next committee meeting which changes the
occupancy number (five to three) and adds provisions that allows Code
Enforcement access to property.
Microbreweries – Gary Kresel
Staff recommends
that microbreweries be allowed in neighborhood commercial land use categories
with the cap requirement of production being less than what is allowed in
general commercial and industrial categories. Another proposed requirement
would include onsite consumption and sale governed by a percentage of the
structure’s square footage; and allow offsite distribution as long as facility
is not a stand-alone microbrewery.
Staff recommends
that microbreweries be allowed in general commercial categories that allows for
higher maximum cap requirement of production. In this category, onsite
consumption would be permitted regardless of distribution amount or the percentage
of the structure’s square footage restriction; and the facility could be a stand-alone
microbrewery.
Proposed Zoning: CCG-1
category (allowed by exception); CCG-2 category (allowed by right).
The committee
discussed distribution amounts, conditions and definitions to assist with the
development of legislation. The
committee wants to accommodate these types of facilities (small and large scale)
in various commercial land use zonings without mandating them to industrial
zoning areas. CM Boyer will continue working with staff to draft legislation
which may be filed tomorrow.
PUD Revision
CM Boyer explained
that conceptually there are two types of PUD: 1) primarily used for large scale
a development which is preliminary and does not have specifics of site plan but
essential for financing and engineering; and 2) developments that must provide specifics
of the site plan. Currently, the one set of standards within the Code which results
in committee having to waive various items for either situation to accommodate
the need. CM Boyer believes that the Code should reflect both types. There will
be more detail discussion about topic at next workshop meeting.
