called the meeting to order at 4:36 p.m.
2014-108
CM Boyer explained
that 2014-108 is the comprehensive amendment to Chapter 650. Mr. Gabriel
reviewed the amendments which were technical corrections of text and updates in
the language to include adding references of the 2011 Community Planning Act
were appropriate. The most substantial change is Item #5, page 2 number 9. This is the proposal to establish citizen
informational meetings instead of workshops prior to the issuance of a staff
report. It will be a required meeting that is noticed in the same mailing of
other notices (public hearings dates).
The applications will not be batched but scheduled accordingly to
maintain the scheduled track. The mail out
will be provide citizen a seven day notice.
These meetings will reduce the process by four weeks and allow citizens
opportunity to offer input prior to staff report.
Brew/Pubs
CM Boyer reported a
group approached her about having a facility with a small restaurant area that
serves on-site brewed beer and a production area. This type of facility is not specifically identified
in Code or Comp Plan. Therefore, the concern is appropriate zoning designation.
Mr. Wyman Duggan gave
a brief presentation. He stated the majority of the product brewed would be
consumed on site with some taking off site for local distribution for marketing
purposes. Upon building a client base, the more industrial scale production
would take place at a different parcel. There was extensive discussion about
the level of production for off-site distribution as it relates to the
comprehensive plan. There was a suggestion to add a text amendment to detail production
levels of activity to allow production and distribution for off-site consumption
within specified land use categories.
There was additional dialog about the light versus heavy industrial
category and general commercial usage.
The committee agreed
that additional information was needed about product sold off-site and quantity
of production to occur. Information was
provided that 10,000 barrels a year is a standard as a base line. Mr. Duggan stated that his client would be
amenable to the 10,000 barrels.
Mr. Kresel will
conduct further research. The committee
would like specifics on the allowable production in regular commercial use with
a restaurant versus allowable production for industrial facility for clarity.
There being no
further business, the agenda meeting was adjourned at 5:02 p.m.
